The goal of this policy research project is to investigate the impact of weight-based moist snuff taxation and improve state-based tobacco control policy. The following four specific aims will support our goal:

    1. Monitor and review state moist snuff taxation legislative proposals. We will identify and follow proposed state legislation intended to modify moist snuff excise tax. We will also conduct key informant interviews to gather any additional information about these moist snuff tax policy proposals.

    2. Analyze the fiscal impact (i.e., tax revenue) of weight based moist snuff taxation. We will analyze tax revenue data from those states that have recently changed their moist snuff taxation policy, including data before and after the implementation of the new tax policy

    3. Analyze the impact of weight based moist snuff taxation on moist snuff consumption. We will analyze ACNielsen market scanner data in those states that have recently changed their moist snuff taxation policy to examine changes in consumption and market share.

    4. Develop a position paper on weight based moist snuff taxation. Based on our findings, we will develop a position statement on moist snuff taxation policy to inform tobacco control practitioners and policymakers.
